合作前要问中国履约仓哪些问题?questions to ask a China fulfillment warehouse 的收货、质检、库存与异常处理清单

Why a Question Checklist Matters More Than a Quote Before You Partner

When overseas companies, brands, importers, and e-commerce sellers purchase from multiple suppliers in China, what truly determines how smoothly the cooperation goes is often not the unit price, but whether the boundaries are clear: who checks the goods upon arrival at the warehouse, to what extent quality inspection is done, how inventory is recorded, who provides labels for relabeling, whose specifications the packing follows, and who to contact when there's an issue. The essence of this search intent is the desire to clarify the scope of responsibility before signing a contract, to avoid disputes later on.

Step 1: Receiving and Inbound Storage

This is the foundation for all subsequent operations. Questions to ask:

  • Do supplier deliveries require advance appointment? What information is needed for the appointment (supplier name, order number, number of boxes, contact person)?
  • What is checked upon receipt: number of boxes, outer box condition, label information, or item-by-item counting?
  • If the outer box is damaged or the quantity doesn't match, how will the warehouse record it, will they take photos, and within how long will they notify?
  • How are packages without a member ID or order number handled?
  • How soon after receiving can it be seen in inventory? In what form will it be notified?

A clear answer should specify the exact receiving tasks and how notifications are made, rather than vaguely saying "we'll handle it." If the supplier's delivery has no appointment system, trucks can easily queue up or be misrouted upon arrival at the warehouse, especially during peak season.

Step 2: Quality Inspection and Photography

Basic quality inspection and photography are the main means by which overseas buyers remotely judge the condition of goods. Questions to ask:

  • What items does basic quality inspection include: quantity verification, appearance inspection, label inspection, or functional testing?
  • What content is photographed: outer carton, inner contents, labels, barcodes, defect locations?
  • Can photo items be specified by SKU or order?
  • When an abnormality is found, do you pause operations and wait for instructions, or record it first and continue?
  • In what form are quality inspection results delivered: photos, reports, or inventory notes?

Pay special attention to the boundaries here: basic quality inspection is not the same as full inspection, nor is it the same as functional testing. If the seller needs sampling ratios, functional testing, or more detailed checks, it should be clarified before cooperation whether these are within the scope of service and how they are billed.

Step 3: Warehousing and Inventory Management

When goods arrive from multiple suppliers and in multiple batches, the way inventory is recorded directly affects the accuracy of subsequent picking. Questions to ask:

  • What dimensions is inventory recorded by: SKU, batch, supplier, or inbound date?
  • Can you distinguish between the same SKU from different suppliers?
  • What fields does the inventory report include, and how often is it updated?
  • Is there a time limit or additional arrangement for long-term storage?
  • How is inventory counting conducted, and how are discrepancies handled?

If a seller purchases similar products from multiple suppliers, the ability to distinguish batches is especially important; otherwise, the source of problems cannot be traced later.

Step 4: Relabeling and Repackaging

Relabeling and repackaging are essential needs for many cross-border sellers. Questions to ask:

  • For relabeling, is the old label covered over or removed? After covering, is the barcode still scannable?
  • Who provides the labels, and in what format?
  • Is sample approval required before relabeling? What is the approval process?
  • Can repackaging be carried out to specified requirements: box type, filling materials, moisture-proof and anti-static requirements?
  • Will photos be taken and kept on file after repackaging?

Barcode scannability is where the label replacement step is most prone to problems. Before partnering, you should confirm whether the warehouse performs a scan verification after label replacement, and how it handles cases where verification fails.

Step 5: Picking and Packing

The accuracy of the outbound process depends on whether instructions are clear. Questions to ask:

  • What instructions are picking executed by: order number, SKU list, or outbound order?
  • Who defines the packing specifications, and can different packaging requirements be set by SKU or order?
  • What are the rules for consolidation and splitting? How are overweight and oversized items handled?
  • Are packing photos or verification records provided before outbound?
  • Is there an outbound time slot booking system during peak season?

Booking outbound time slots before peak season and clarifying priorities is a common practice to avoid delays. Sellers should find out in advance how the warehouse schedules during peak periods.

Step 6: Billing Methods

Unclear billing is a major source of disputes later on. Questions to ask:

  • How are receiving, storage, quality inspection, photography, label replacement, repackaging, and picking & packing billed respectively?
  • Is billing per item, per box, per hour, or per operation?
  • Is there a minimum billing unit or starting standard?
  • How are international shipping costs calculated, and how are volumetric weight and actual weight determined?
  • In what form are fees reconciled, and how often is settlement made?

Specific prices and billing standards are subject to real-time quotation; different channels, different destination countries, and different operational complexity all affect the quote. Before cooperating, you should request a written explanation of the billing basis, rather than just accepting a single total price.

Step 7: Exception Handling and Boundaries of Responsibility

This step is the most easily overlooked, yet it is the most critical. Questions to ask:

  • When shortages, damage, or wrong items are found upon receipt, what is the handling process?
  • When quality inspection finds an issue, who decides whether to continue, pause, or return?
  • If wrong or missing items are discovered after dispatch, how do you verify and remedy it?
  • If problems arise during transit, how is liability divided?
  • Who is the exception contact person, through what channel do you communicate, and what is the response method?

A clear answer should be able to explain "who makes what decision at what time," rather than pushing all problems onto the transportation stage. Sellers should also prepare their own exception contact person to ensure the warehouse can promptly reach the decision-maker.

Question Checklist Summary Table

Step Core questions Criteria
Receiving and inbound Appointment, verification items, exception notification Able to explain specific actions and notification methods
Quality inspection and photos Inspection items, photo content, exception handling Define basic quality inspection boundaries, do not exaggerate
Warehouse inventory Recording dimensions, report fields, inventory counting methods Can distinguish batches and suppliers
Relabeling and repackaging Label source, barcode verification, sample approval Has scan verification and approval process
Picking and packing Instruction format, packaging specifications, consolidation rules Can be customized by SKU or order
Billing Billing units, reconciliation method, shipping calculation Written terms are clear; real-time quotes prevail
Exception Handling Process, decision-maker, division of responsibilities Can clarify who makes what decision and when

How to put the checklist to use

Sellers are advised to organize their own procurement structure before contacting a warehouse: number of suppliers, number of SKUs, arrival frequency, packaging requirements, target market. Bring this information when asking questions so the answers you get are relevant. You can first via China Fulfillment Warehouse Services Understand the scope of services that can be confirmed, then via Contact Us Confirm each specific step item by item. For destination-country import requirements, prohibited and restricted items, and taxes and fees, please refer to the latest official requirements of the destination country's customs or tax authorities. This article does not constitute a compliance conclusion.

Ask one more layer of questions before cooperating, and you'll have one less argument after. Asking each of the above questions clearly and keeping a written record reduces fulfillment risk more than simply comparing quotes.
